Meeting with Republican governors at the White House Monday, Trump expressed surprise that repealing and replacing a 1,000-page law affecting the lives of millions of Americans has not exactly been a walk in the park.

Trump met with the governors on the final day of their three-day annual conference amid concerns that states could be stuck with increased costs if Congress repeals the health care act without replacing it with another plan to provide coverage and funds for expanded Medicaid coverage.

"Nobody knew that healthcare could be so complicated", he said.

"I see it happening with Obamacare - they hate it - but now they see the end is coming, and they say, 'Oh, maybe we love it, '" Trump said. Meadows described them as a "new entitlement".

Walker was asked whether his concerns would slow the process.

But critics of the plan, including some GOP governors, fear it would simply shift a greater financial burden onto already tight state budgets. "We know that everybody is unified in the sense of wanting to do something".
