In budget, Trump puts military over diplomacy

The budget plan states that savings will come in part from "consolidations and structural changes across NIH organizations and activities". Cuts to economic development funding for urban and rural areas as well as critical housing programs will weaken our economy and communities. Almost all Democrats, as well as some Republicans, will fight to protect many portions of the domestic discretionary budget and ultimately some compromise will be necessary. But the proposed budget says it "reforms" the CDC through a new $500 million block grant that would "increase state flexibility and focus on the leading public health challenges to each state".

"Not just the compassion in terms of where the money goes, but the compassion in terms of where the money comes from", the White House Office and Management and Budget director said.

"It will prescribe drastic cuts in numerous programs and agencies that keep America safe, whether it's environmental programs, whether it is food safety, drug safety", said Kentucky Representative John Yarmuth.

At the top of the cutting block: United Nations climate change programs created to help poorer countries reduce greenhouse gas emissions.

Trump wants to cut a popular and successful program - the number of minority business ownership has risen dramatically under this program - arguing that it is redundant with other programs that the Commerce Department has. And, to be sure the $54 billion in non-defense cuts he put forth are matched by $54 billion in defense spending increases.

And the state's veterans could emerge as another potential victor, with the Department of Veterans Affairs pegged to receive a 5.9 percent spending increase.

The state Department of Environmental Protection, headed by a man who doesn't believe carbon dioxide is the leading contributor of global warming, is being sheared by 31 percent - a cut that will cost more than 3,200 agency jobs and eliminate dozens of programs that help keep our drinking water safe and our air breathable.

There are small cuts elsewhere, mostly in places where there are surely ways to streamline and better utilize funding.

The budget for the Department of Energy would include $120 million to restart licensing for the proposed Yucca Mountain nuclear waste dump in Nevada, a project that has been stalled for years because of lawsuits and local opposition.

The depth of numerous proposed cuts are staggering.

They'd all get less help from this president, not more.

Republicans in the state's delegation were in no rush to weigh in on the president's plan. Vox claimed that the budget plan is a proposal to "dramatically remake the federal government". This move is likely to draw the ire of Trump's Secretary of Defense, Jim "Mad Dog" Mattis who once told members of Congress, "if you don't fund the State Department fully, then I need to buy more ammunition". Trump's proposed wall would be a series of walls and fences that could cost about $21 billion in total, according to a U.S. government estimate.

Trump has also allocated $80 million to the Department of Justice to hire 75 additional immigration judges. But that's par for the course in Washington, where legislators hold the purse strings and the big initiatives presidents lay out in their budgets rarely get funded.
