"We have a new sheriff in town", Rawlings said. The 911 operators returned each of the babysitter's calls but could not reach her, city officials said. "We'll see how we get through Saturday night".

During a conference call with reporters Friday, the City suggested reporters make open records requests and could not further explain what the problem is outside of the fact that they are investigating.

"Many local 911 call centers can't receive a text, photo or video from a person in need - capabilities that are considered commonplace for any American with a smartphone". But that created a long backlog of calls. This may indicate that the problem could be associated with the technology used by the Dallas call center.

Officials said Friday significant 911 technology investments are being considered.

"We are also pursuing [a] technology upgrade", the City said. This is something I said three years ago. We've got to invest in technology.
