Wallace noted a CBO estimate which said that a 64 year old making less than $27,000 a year will pay $14,600 a year for health insurance instead of the $1,700 they pay now under President Barack Obama's law. "The president is bringing people to his table, and I'm very impressed with how the president is helping us close this bill, making the improvements we've been making".

"We have a president who is rolling up his sleeves...."

Ryan argued that Obamacare was "not going to last", and he agreed that older people were not getting enough assistance under his plan.

"The person in their 50s or 60s does have additional health care costs than, say, a person in their 20s and 30s", Ryan continued.

Under Obamacare, insurers can charge only three times more.

"We think we should be offering even more assistance than the bill now does for lower-income people age 50 to 64", Ryan said.

Ryan said there are always improvements being made until the bill is brought to the floor.

Tom Price, secretary of Health and Human Services, said the Trump administration was open to changes to address the effects on older Americans and other concerns. "We're going to have more plans being offered, more choice and competition".

"We've talked to so many folks in the House of Representatives to try to see what their discomfort level is, if they have any, with this piece of legislation", he said.

"So, you're going to change the plan?"

"It's a fine needle that needs to be threaded", Price said. They have in the House plan bailouts for insurance companies.

Cruz said he can't vote for a bill that allows health insurance premiums to continue to rise.

Democrats believe that the Republican plan to repeal and replace Obamacare can hurt the elderly Americans, as well as poor and working families.
