"If the United States wages reckless provocation against us, our revolutionary power will instantly counter with annihilating strike, and we will respond to full-out war with full-out war and to nuclear war with our style of nuclear strike warfare", he said.

The vice president spoke at a dinner after attending Easter church services with service members at the garrison. Cold launches would also allow the missiles to be fired from silos.

A U.S. attack on a Syrian airfield this month raised questions about President Donald Trump's plans for reclusive North Korea, which has conducted several missile and nuclear tests in defiance of United Nations and unilateral sanctions. But at the same time, McMaster said on "This Week" on ABC, "it's time for us to undertake all actions we can, short of a military option, to try to resolve this peacefully".

Experts said that was likely a lofted firing, meaning it could have flown much further, putting South Korea and parts of Japan within striking distance.

Last year North Korea, which regularly fires off short-range rockets, launched a long-range missile and carried out two nuclear tests.

China is seeking Russia's help to cool surging tensions over Pyongyang's nuclear ambitions, the country's foreign minister has told his Moscow counterpart, after Beijing warned of possible conflict over North Korea.

"We had good intelligence before the launch and good intelligence after the launch", the adviser told reporters on condition of anonymity.

As NPR's Merrit Kennedy reported earlier this week, the regime said it would "hold the US wholly accountable for the catastrophic consequences to be entailed by its outrageous actions".

The parade comes amid rising tensions between North Korea and the rest of the world, after a week-long series of spats directed toward the U.S., and a looming possibility of the nation's sixth nuclear test. "So, that's why. It's not the DPRK but the US and Trump that makes trouble".

President Donald Trump tweeted on Thursday that he had "great confidence that China will properly deal with North Korea".

Pence, joined by his wife, Karen, placed a wreath at Seoul National Cemetery during a brief ceremony.

The failed launch came a day after North Korea showcased almost 60 missiles - including what is suspected to be a new intercontinental ballistic missile - at a giant military parade to mark the 105th birthday of its founder Kim Il-Sung.

Trump has been leaning on China to put pressure on North Korea, but has also threatened to take on the country alone if necessary. "If they are unable to do so, the USA, with its allies, will!" he tweeted Thursday.

US Pacific Command detected and tracked what it assessed to be a North Korean ballistic missile launch at 11.21am Hawaii time on Saturday (Sunday NZT), said US Navy Commander Dave Benham, a spokesman for US Pacific Command.

The missiles were among one element of a massive, militaristic parade to mark the 1912 birthday of the regime's founder, Kim Il Sung. The joint U.S. -South Korean military camp is just outside the 2.5-mile-wide DMZ.

In his annual New Year's address, Kim said that North Korea's preparations for an ICBM launch have "reached the final stage".

It was not immediately clear how ready the missiles were.

The first of these is a ballistic missile launched from a submarine (SLBM) and the second is a medium-range missile, also launched from a mobile platform, that was tested on April 5, to which Washington responded this week by sending an aircraft carrier to the peninsula.
