Pruitt has criticized the EPA for overreach and President Donald Trump's administration has taken steps to roll back stricter environmental regulations put in place over the past eight years.

"They reaffirmed there's no discussion about shutting the Chicago office", Kaplan said.

The private sector is set to get a big boost under this administration, and the latest talk to limit the power of the public sphere involves pushing legal consideration to outside counsel, potentially bypassing the influence of longtime EPA employees in favor of kowtowing to corporate concerns. As for Pruitt's meeting with residents at East Chicago's USS Lead Superfund site, Frank said he and four other residents shared their experiences dealing with the city's contaminated soil and water.
