After meeting with Abe, Pence held talks with Japanese Deputy Prime Minister Taro Aso on a new U.S. -Japan "economic dialogue" to be led by the two. "All options are on the table to achieve the objectives and ensure the stability of the people of this country", said Pence.

Kim In Ryong told a news conference that "if the US dares opt for a military action", North Korea "is ready to react to any mode of war desired by the U.S".

The comments dash the hopes of Japanese policymakers, who have said they want to avoid use of the economic dialogue as a forum to discuss a bilateral FTA that may put them under USA pressure to open up highly-protected areas like agriculture.

The vice president met Japanese officials, including Prime Minister Shinzo Abe, and reassured them of the United States commitment in the face of possible threats posed by North Korea.

He said the USA was "disturbing global peace and stability and insisting on the gangster-like logic that its invasion of a sovereign state is decisive and just and proportionate and contributes to defending the worldwide order".

But the United States wanted to see a "tangible signal" from North Korea that it is serious about engaging in talks.

"We know the situation is tense", Wang said.

Speaking aboard the USS Ronald Reagan aircraft carrier at the US Yokosuka naval base in Tokyo Bay, Mr Pence said the Trump administration would continue to "work diligently" with allies like Japan, China and other global powers to apply economic and diplomatic pressure on Pyongyang.

Pence arrived in Tokyo on Tuesday, April 18, from South Korea and reassured Japan of U.S. commitment to reining in North Korea's nuclear and missile ambitions in a series of meetings with Japanese leaders, including Prime Minister Shinzo Abe.

Ayrault, who was in China last week and whose country has no diplomatic representation in North Korea, said it appeared that Beijing was increasingly anxious by the behaviour of its neighbour.

Undeterred by a recent and embarrassing failed missile test, and despite the massive show of American force heading to his shores, Kim has vowed to continue his missile tests in pursuit of an intercontinental ballistic missile that can carry a nuclear warhead to the United States.

The Russian diplomat also took a hard line on the previous US administration's North Korea policies. They agree it's their first choice.

Vice-president Mike Pence, meanwhile, said the "era of strategic patience is over" during a visit to Seoul and he told South Korea the USA is with the nation 100pc.

The next step would be to bring home the 54,000 USA troops stationed in Japan and another 25,000 troops in South Korea.
