"If the USA is reckless enough to use military means it would mean from that very day, an all-out war", he said.

"But at the same time", the prime minister said, "dialogue for the sake of dialogue is valueless and it is necessary for us to exercise pressure North Korea so that it comes forward and engages in this serious dialogue".

North Korea's latest missile test on Sunday failed a few seconds after launch. South Korea hosts 28,500 USA troops to counter the threat from the North.

"At some point in the future, there may be a decision made between our nations to take what we have learned in this dialogue and commence formal negotiations for a free trade agreement (FTA)", he said. "How can we have any dialogue to get any result with anyone who has this kind of approach?"

The Trump administration has signaled a more forceful USA stance toward North Korea's recent missile tests and threats, including a warning from Trump that North Korean leader Kim Jong Un has "gotta behave".

On Monday, US Vice President Mike Pence-visiting the world's most heavily militarized border that divides the two Koreas-hinted that military options against the North have not been ruled out.

Since entering office, President Donald Trump, like his predecessor, Barack Obama, has pressed China to use its political and economic leverage over North Korea, its once-close ally.

China is North Korea's biggest trading partner.

But the vice president said he is encouraged and believes North Korea is listening to the Trump administration's concerns. Pence also issued a warning to Kim to not test the United States, whose patience has run thin.

Nuclear conflict looms as Trump said the USA has "no choice" but to build up military power "stronger than ever before".

Last month, US Secretary of State Rex Tillerson warned that pre-emptive military action was "on the table".

Australian Prime Minister Malcolm Turnbull told reporters in Canberra on Tuesday that Australia supported its allies, including the U.S., in putting pressure on North Korea, but the heaviest obligation was on China.

The missile was launched from Sinpo, a port city in eastern North Korea, according to a South Korean defense official.

Kim Jong-il died in December 2011, and was succeeded by his son Kim Jong-un, the current leader of North Korea.

He added that his company has "no way to monitor and approve the use of the trucks by North Korea".

In an interview with "Fox & Friends", Trump said he would not rule out a military strike if North Korea continues to conduct missile tests.

'If the U.S. is reckless enough to use military means it would mean from that very day, an all out war'.

The North casts the U.S. as the aggressor.

Kim In Ryong told a news conference that "if the U.S. dares opt for a military action", North Korea "is ready to react to any mode of war desired by the US".

"We have a good chemistry together".

And what about other world powers?

China has reiterated its call for North Korea to stop all tests, and has also called for a peaceful solution.

Kim said the North is ready to react to any "mode of war" from the USA and will respond in kind to any United States missile or nuclear strike. So China really does have tremendous leverage.

In Tokyo, Japanese Prime Minister Shinzo Abe, speaking to a parliamentary session Monday, said: "Needless to say, diplomatic effort is important to maintain peace".

He added that Japan needed to apply pressure on Pyongyang to "seriously respond to a dialogue" with the global community.
