McGinn said he'd push for a city income tax on the wealthy, knowing it would lead to a court challenge.

McGinn served as Seattle's mayor from 2010 to 2013, when he lost to current Mayor Ed Murray, with 47 percent of the vote to Murray's 52.

Heckard was identified only by his initials in the original lawsuit filed earlier this month against Murray, but the lawyer filed an amended lawsuit on Tuesday naming Heckard.

A political consultant to McGinn announced his candidacy to press outlets at 8:30 a.m., and McGinn and his family made an official announcement outside his home in Greenwood at 10:30 a.m.

The Seattle Times reported that a letter from Heckard's lawyer Lincoln Beauregard to Murray's attorney states that the decision to go public was so Murray could no longer claim that he doesn't know who "D.H." is. In 1984, the state Legislature approved a law that prohibits a county, city or city-county from levying a tax on net income.

McGinn has been a strong advocate for alternate forms of transportation in Seattle, particularly biking. McGinn also said he'd look for cuts in the city budget and criticized Murray and the City Council for pushing "deeply regressive" sales and property tax to address problems like homelessness.

Incumbent Ed Murray and six other candidates for mayor will answer questions at a panel in North Seattle Thursday night, the first public forum for this race since two well-known Seattle leaders announced their campaigns this week.
