The law overturns a rule President Obama put in place late a year ago that prevented states from defunding certain women's health care providers. The vote was on a measure that was meant to ensure that federal money would continue to go to various clinics that give low-income women health services, including pap smears, pregnancy care, and contraception.

In 2014, roughly 3 percent of the services rendered by Planned Parenthood were abortion-related. Planned Parenthood alone serves 2.5 million. At the same time, he pledged to defund the organization because it performed abortions. Vice President Pence had to cast the tiebreaking vote in the Senate on March 30 to send the bill to the president.

Crucially, the new measure also does not keep abortion providers from receiving federal Medicaid reimbursements, a policy option often referred to as "defunding" Planned Parenthood.

Mr Trump, who has signed several laws with a flourish in front of cameras but did this one behind closed doors on Thursday, had in the past appeared to approve of Planned Parenthood, but not its abortion services.

"Taxpayers should not be forced to fund abortion, plain and simple", Ryan said in a statement.

A mother and daughter attend Democratic presidential candidate Hillary Clinton's speech at the Planned Parenthood Action Fund in Washington, U.S. June 10, 2016. The pro-abortion group said that the objective of the meeting was "to make sure that Ivanka fully understood what Planned Parenthood does, how it is funded", said Planned Parenthood Executive Vice President Dawn Laguens, as quoted by Politico.

"Extremists in Congress are trying to make it easier for state politicians to block women from getting birth control and other preventive care", Cecile Richards, president of Planned Parenthood Federation of America, said in a January 31 statement. Two Republicans, Sen. Susan Collins of ME and Sen. Pence broke the deadlock.

This move is the latest in a growing list of moves that are slowing chipping away at access to reproductive health care services.

"Too many women still face barriers to health care, especially young women, women of color, those who live in rural areas, and women with low incomes". Pro-life groups supported the AHCA, because it would have struck down many Obamacare provisions authorizing federal subsidies for abortion.
