Trump signs bill allowing states to defund Planned Parenthood

The law overturns a rule President Obama put in place late a year ago that prevented states from defunding certain women's health care providers. The vote was on a measure that was meant to ensure that federal money would continue to go to various clinics that give low-income women health services, including pap smears, pregnancy care, and contraception.

In 2014, roughly 3 percent of the services rendered by Planned Parenthood were abortion-related. Planned Parenthood alone serves 2.5 million. At the same time, he pledged to defund the organization because it performed abortions. Vice President Pence had to cast the tiebreaking vote in the Senate on March 30 to send the bill to the president.

Crucially, the new measure also does not keep abortion providers from receiving federal Medicaid reimbursements, a policy option often referred to as "defunding" Planned Parenthood.

Mr Trump, who has signed several laws with a flourish in front of cameras but did this one behind closed doors on Thursday, had in the past appeared to approve of Planned Parenthood, but not its abortion services.
