The officials said the order, which Trump will sign at the headquarters of tool manufacturer Snap-on Inc., would direct the departments of Homeland Security, Justice, Labor and State to propose new rules to prevent immigration fraud and abuse.

"The policy of our government", Trump declared, "is to aggressively promote and use American-made goods".

The 220-day review proceedings will attempt to move the current H-1B programme towards a more merit-based system, steering it away from the random lottery under which it now operates.

In his statement, Trump pointed out these visas "should be given to the most skilled and highest paid applicants and they should never, ever be used to replace Americans".

"The American people voted to end the theft of American prosperity".

The H-1B visa programme allows numerous country's biggest tech firms and other multinationals to bring foreign workers to the U.S., but federal bodies will now be instructed to crack down on abuse of the programme. "Why shouldn't we put American companies first?"

The executive order calls for a 220-day review period by agency heads to figure out where they can make the changes necessary to comply, so there will be no change to existing rules for several months. The changes link with Trump's "Buy American, Hire American" stance, which won him the Presidency back in Janaury amongst a subsequent rise in populism.

In recent years, the USA has been overwhelmed by applications for the programme.

AFL-CIO President Richard Trumka remarked: "We welcome efforts to improve the effectiveness of "Buy America" and 'Buy American, ' both of which commit taxpayer funds to support good jobs and businesses in America".

The EO also establishes certain Hire American standards, which are not necessarily limited to federal procurement or federally-funded projects.
