The United States has been discussing possible new UN sanctions with Pyongyang's ally and neighbour China since a failed missile test about two weeks ago.

"We will sternly deal with the North, together with the global community", Mr. Moon said during a visit to the Defense Ministry in Seoul, Younhap News Agency reported.

"The Unification Ministry has considered options on this internally but nothing has been decided yet", said Lee.

A top US Navy commander on Wednesday pushed for a "sense of urgency" over North Korea's nuclear and missile development, stressing it even threatens Pyongyang's allies China and Russian Federation.

He especially underlined the United States' commitment to defend Japan in the event of a crisis saying that no one should doubt the US resolve to meet its treaty obligations to Japan.

Its latest ballistic missile launch, in defiance of UN Security Council resolutions, was on Sunday which it said was a test of its capability to carry a "large-size heavy nuclear warhead", drawing Security Council condemnation.

US President Donald Trump said on May 17 he is willing to engage North Korea but emphasized "right conditions" as a prerequisite, Seoul's special envoy said.

Lee left for China early on Thursday.

Haley said the Security Council is going to send a strong and unified message to North Korea that "the worldwide community wants to support you but as long as you test, and as long as you continue your nuclear program, you are on an island by yourself".

US National Security Advisor H.R. McMaster told South Korea's presidential envoy that he is aware that there is a procedural problem in South Korea with the decision to host the US THAAD missile defense system, the envoy said.

South Korea has complained that some of is companies doing business in China have faced discrimination in retaliation for the system's deployment.

"We are willing to talk, but not until we see a total stop of the nuclear process and of any test there", the U.S. envoy, Nikki Haley, told reporters ahead of a closed-door Security Council meeting. She also added that any country that doesn't implement the United Nations sanctions is supporting Pyongyang's actions.

North Korea test-fired a ballistic missile on Sunday which hit a target some 780 km away into the East Sea, according to its official media.

Trump warned this month that a "major, major conflict" with North Korea was possible, and in a show of force, sent the Carl Vinson aircraft carrier strike group to Korean waters to conduct drills with South Korea and Japan.

Haley was asked about the comments by Russian President Vladimir Putin in Beijing on Monday who called North Korea's nuclear and missile tests "unacceptable" but also said the United States should stop intimidating Pyongyang, to which she replied, "What about North Korea intimidating us?"
