But the Turkish Embassy said the demonstrators were aggressively provoking Turkish-Americans who had gathered to greet the president, and they in turn responded in self-defence.

Speaking in Istanbul two days after meeting President Donald Trump in Washington, Erdogan criticized the USA decision to ally with "terror organizations" for the long-awaited operation to capture Raqqa, the de facto capital of the Islamic State group.

The Turkish Embassy in the US blamed the violence on the protesters, who included Kurds, a minority group with tensions with the Turkish government.

Eleven people were injured, including a police officer, and nine were taken to a hospital, after men in suits brutally kicked and punched the protestors. Video shows Erdogan supporters and bodyguards flooding through the police line and beating protesters on American soil.

In a statement Wednesday, Washington police said the incident outside the Turkish embassy stood "in contrast to the First Amendment rights and principles we work tirelessly to protect each and every day".

The State Department and politicians condemned the attack. "We will take such a step and we won't discuss it or consult with anyone".

The US State Department slammed the violence in a statement as inappropriate, saying the rights of people to freedom of speech and peaceful protest should be respected.

The Trump administration hasn't commented on the violence, which was videotaped.

"Turkey is a key North Atlantic Treaty Organisation ally that faces legitimate domestic security concerns emanating from ISIS, PKK, and other designated terrorist organizations", Nauert said.
