The council said that launches by North Korea reveal development in nuclear weapons delivery systems, which were increasing tensions around the world. The United States is in talks with China - Pyongyang's sole major ally and main trading partner - on a possible new sanctions resolution and the council is expected to discuss its steps during a closed-door meeting starting around 2000 GMT Tuesday.

Russian President Vladimir Putin said Monday the North's latest missile test was risky, but warned against attempts to "intimidate" Pyongyang.

The UN Security Council first imposed sanctions on North Korea in 2006 and has strengthened the measures in response to its five nuclear tests and two long-range rocket launches.

Putin said attempts to bully Kim Jong-un's regime were "unacceptable", though he admitted the missile test was equally wrong, according to Daily Mail.

The North's state-run media agency said Sunday's test involved a mid-to-long range ballistic missile that could be blasted off and out of the planet's atmosphere and then return, and quoted leader Kim Jong Un as saying the US mainland is in "sighting range for a strike".

UN Secretary-General Antonio Guterres today condemned North Korea over its latest ballistic missile launch and called on Pyongyang to return to denuclearization.

But on Tuesday, a North Korean diplomat defended its recent missile test-launch, telling the UN Conference on Disarmament it was a legitimate act of self-defence under global law.

The missile flew 787 kilometres on a trajectory reaching an altitude of 2,111.5 kilometres, the North's KCNA news agency said. The missile fell in the Sea of Japan outside of Japan's special economic zone.

"More importantly", he added, it "may represent a substantial advance to developing an intercontinental ballistic missile (ICBM)".

KCNA cited Kim as saying the North would never succumb to what it called the "highly ridiculous" USA strategy of "militarily browbeating only weak countries and nations which have no nukes".

Newly elected President Moon Jae-in said the South had to "learn to say 'no, '" to the US and to exhaust diplomatic ways of resolving issues with the North.

The ruler also pledged further missile tests and nuclear detonations, despite repeated warnings by President Trump.
