The missile defence system's deployment has hit tourism hard, with visitor inflow from China plunging 40 per cent in March from a year ago to 360,782, the Korea Tourism Organisation said.

Moon also asked Seoul and Moscow to boost their energy cooperation while jointly developing Russia's far east Siberian region and the Arctic region bordered by Russian Federation for new shipping routes.

"I will urgently try to solve the security crisis", Moon said in the domed rotunda hall of the parliament building.

Moon has made no qualms about the fact he is keen on reviving the "sunshine policy", implemented by former South Korean leaders to bridge the failing relationship between the two nations in the Korean peninsula.

Moon also spoke to Xi about the difficulties faced by some South Korean companies doing business in China facing discrimination in retaliation for the THAAD deployment. Moon's remark indicates his willingness to renegotiate the agreement, observers said.

"While it will be important to resolve the issues peacefully and diplomatically, holding a dialogue for the objective of a dialogue would be meaningless", Abe said, referring to Pyongyang's ballistic missile launches and nuclear tests. He has taken a more conciliatory line with North Korea than his conservative predecessors and advocates engagement.

The Japanese and South Korean leaders agreed to meet with each other as soon as possible.

"I, too, aim to find a way to begin talks quickly between North and South Korea as well as the six-party talks", Moon said, referring to talks aimed at denuclearising North Korea involving the United States, China, Japan, Russia and the two Koreas.

Ties between South Korea and China, who are important trade partners, have been strained by Seoul's decision to host a U.S. Terminal High Altitude Area Defense (THAAD) anti-missile system in response to a growing missile threat from North Korea.
