In another dispatch on KCNA Friday, based on a commentary from a person only identified as Kim Myong-chol, the North said "dialogue and confrontation can not coexist" and that "kow-towing to outside forces is anti-unification", apparently referring to South Korea's alliance between the U.S.

Kim started the press conference praising the North's successful ballistic missile launch last weekend, which experts said demonstrated a significant technological jump - with the rocket flying higher and for a longer period of time.

Speaking to reporters ahead of a closed-door U.N. Security Council meeting, U.S. Ambassador to the United Nations Nikki Haley also made clear that Washington would only talk to North Korea once it halted its nuclear program.

Last month United States president Donald Trump warned a "major, major conflict" with North Korea was possible as he revealed he would be willing to meet with Kim Jong-un.

All 15 members of the U.N. Security Council, the world organization's most powerful body, this week called the launch a violation of existing sanctions and vowed to take new measures, including additional sanctions.

North Korea on Friday blasted allegations suggesting it waged a wide-scale ransomware attack last week crippling computer systems in over 150 countries.

Lee Eu-gene, vice spokeswoman at South Korea's Ministry of Unification, which handles inter-Korea relations, warned North Korea on Friday in a regular briefing to cooperate with efforts by the South and the global society to denuclearize the peninsula.

Moon, a strong supporter of former Presidents Kim Dae-jung and Roh Moo-hyun's Sunshine Policy of engagement of the North, kept open the possibility of an inter-Korea summit but said it could only be held when Pyongyang "changes its behavior".

On Tuesday, South Korea's new government and the US administration committed to "bold and practical" ways to denuclearize North Korea.

Haley said: "We urge all U.N. agencies to be transparent and apply the utmost scrutiny when dealing with these types of requests from North Korea and other rogue nations".
