Mueller will have sweeping powers and the authority to prosecute any crimes he uncovers.

There have been growing questions from Democrats about the ability of Justice Department leaders to carry out the probe independent of the White House.

The Republican from Dardanelle, Ark., declined to say whether he believes Trump is the victim of a witch hunt but said the special counsel's review should be expeditious.

The announcement, the latest in the shock-a-day Washington saga, was made by deputy Attorney General Rod Rosenstein.

"There was no facts laid out as to why you would change that, but appointing a special counsel has created a dynamic for Congress that's going to have to be very leery of crossing into Mr. Mueller's lane". Trump and his aides have repeatedly denied any collusion with Russian Federation.

Mueller's broad mandate gives him not only oversight of the Russian Federation probe, but also "any matters that arose or may arise directly from the investigation". Moscow has denied U.S. intelligence agencies' conclusion it meddled in the campaign.

In 2011, he was asked by Democratic President Barack Obama for two more years.

Rosenstein told senators that he knew Comey would be fired before he wrote his letter, Democratic Senator Claire McCaskill said. "If I remember rightly, around a month-and-a-half or two months ago, the Trump administration chose to ban passengers from seven Middle Eastern countries from carrying any electronic devices on board..."

Sen. Lindsey Graham, R-S.C., a critic of Trump's inside the GOP, said the Rosenstein briefing led him to believe the nature of the Russian Federation investigation had changed, from one examining how far Russian Federation had meddled in the election to whether any US citizens were part of the effort.

First reactions from Congress were mainly positive.

The meeting came after a week of White House chaos in which Trump also was accused of divulging classified information during a White House visit by Russia's foreign minister and ambassador to the United States.

But Trump's ongoing claim that this is a witch hunt just isn't borne out by what we know of the investigation, and the American people and even lots of Republicans are convinced of that. During a commencement address Wednesday at the Coast Guard Academy, he complained bitterly about criticism he's faced. "Consistent with the Committee's position since the beginning of or investigation, I welcome their willingness to cooperate", Burr spokeswoman Rebecca Glover said. But he says, "you can not let them get you down". Adversity makes you stronger. But, he added, "you have to put your head down and fight, fight, fight".

The next day Rosenstein issued the memo to Trump, and Comey was swiftly dismissed. Trump aides said he never tried to squelch the Flynn investigation nor made inappropriate disclosures to the Russians.

Rep. Darrell Issa, R-California, said Rosenstein was asked about the timeline of Comey's firing and essentially replied, "Let the record speak for itself".

McCabe had other matters on his mind, too. The FBI is conducting their own review. Former Connecticut Sen. Joe Lieberman was seen as the front-runner. Frank Keating and Richard McFeely, a former top Federal Bureau of Investigation official.

"We don't want to do anything to get in the way", said Texas Republican John Cornyn, who serves as majority whip.

His advice to the president: "Stay disciplined, stay focused and deliver on the world stage".

Sen. Dick Durbin, D-Ill., said after the meeting that Rosenstein had essentially confirmed Trump's recounting. Unknown to the Obama administration, Flynn had been paid more than $500,000 to advocate for Turkey's interests.
