Monday's talks however are likely to focus on the practical details of timings for the coming months, with the big, divisive issues left aside for now, officials said.

When interviewed in Luxembourg last week he twice failed to confirm that Britain would leave the single market.

Davis, a prominent tough-talking figure in the "Leave" campaign, sounded a positive note too, saying "there is more that unites us than divides us".

"We must first tackle the uncertainties caused by Brexit, first for citizens but also for the beneficiaries of European Union policies and for the impact on borders, in particular Ireland".

He went on to say it would be best if Britain did not leave the European Union at all, and while he admitted it did not seem likely "at the moment", he added: "But we want to keep the door open for the British".

The storm clouds began to gather in the immediate aftermath of the referendum, when investors quickly sent the pound to its lowest level in decades over fears that Britain would lose preferential access to Europe's vast markets.

Asked about a cross-party agreement, Mr Hammond also said: "We should always try to get a deal that commands the widest possible support".

Gabriel said "it would naturally be best if Britain didn't leave at all".

The heads of the British Chambers of Commerce (BCC), the Confederation of British Industry (CBI), manufacturing trade group the EEF, the Federation of Small Businesses (FSB), and the Institute of Directors (IoD) have all signed an open letter to the government.
