A van plowed into worshippers near a London mosque in the early hours of Monday, injuring 11 people, two of them seriously, in what Prime Minister Theresa May said was a sickening, terrorist attack on Muslims.

"Hatred and evil of this kind will never succeed", May said.

Vanzella said she saw police put a man into a police auto and take him away, but she didn't see them arrest him.

In a statement at 4.46am they said the incident was being investigated by counter-terrorism police.

Police have been searching a residential address in Pentwyn, a suburb to the northeast of Cardiff, where Osborne has been listed as living.

He told the crowd "an attack on one faith is an attack on us all".

After the London Bridge attack earlier this month, London mayor Sadiq Khan's office reported a 40 percent increase in racist incidents in the capital and a fivefold increase in anti-Muslim incidents. A Sky News producer at the scene said the crash took place shortly after midnight local time as worshipers were leaving the Finsbury Park Mosque at midnight Ramadan prayers. The Guardian reported that 10 people were hurt, three of them seriously.

Speaking to reporters Monday, the imam, Mohammed Mahmoud, said he and others acted to "extinguish any flames of anger or mob rule that would have taken charge had this group of mature brothers not stepped in".

Following an Islamist-inspired van-and-knife attack in the London Bridge area on June 3, the city saw a sharp rise in anti-Muslim crimes.

A suicide bombing at a pop concert in Manchester, northern England, in May also killed 22 people, while in March, a man drove a rented auto into pedestrians on Westminster Bridge in London and stabbed a policeman to death before being shot dead. Add to that the trauma from the Manchester attacks, it is not possible for people not to panic. She has also been criticized for her response to a fire in a London tower block last Wednesday which killed at least 79 people.

"As we approach the end of the month of Ramadan and the celebration of Eid with many Muslims going to local mosques, we are liaising with local Muslim groups and mosques to talk through any concerns and will be targeting patrols to help reassure local communities".

A witness told CNN's Phil Black the van "came to a stop, and that's when they were able to apprehend the driver. they were able to pull him out".

The Finsbury Park mosque was associated with extremist ideology for several years after the 9/11 attacks in the United States, but it was shut down and reorganized.

The mosque itself gained notoriety more than a decade ago for sermons by radical cleric Abu Hamza al-Masri, who was sentenced to life in a USA prison in January 2015 after being convicted of terrorism-related charges.
