Facing resistance from their own party, Senate Republican leaders said Tuesday they would postpone a vote on their health care bill until after the July Fourth recess. McConnel can afford to have at most two Republicans vote against the bill with the party holding just 52 seats in the 100-member Senate.

Senate leaders are scrambled to rescue their health care bill in the face of defections after Congress' nonpartisan budget office said the measure would leave 22 million more people uninsured by 2026 than President Barack Obama's health care law.

Republicans originally planned for the Senate to vote on the healthcare bill later this week, hoping to prevent the potential loss of momentum that could come with waiting until after the holiday.

It's "a big complicated bill, they're hard to bring together and hard to pass", he added, describing Republicans as "optimistic that we're going to get a result that's better than the status quo".

Disabled American Veterans and AMVETS also are expressing concern about the Senate legislation backed by President Donald Trump.

This is an exact repeat of what happened with the House bill.

The discussion draft from McConnell unveiled last week and revised Monday needed to reflect the diversity of opinions within the Republican Conference, and Paul was among the senators who publicly announced he would oppose the motion to proceed to the current measure.

Ryan told reporters on Tuesday: "I would not bet against Mitch McConnell".

The CBO report says under the bill that 22 million people fewer would have insurance by 2026 than under Obamacare - one million less than the House bill's figure - but the budget deficit would be reduced.

The group of Republican senators boarded buses and motored to the White House for the 4 p.m. meeting - at which the president talked about getting more aggressive in getting the Affordable Care Act replaced with something else. Rand Paul (R-Kentucky), and Sen. This is similar to when Trump tried to win over House Republicans on their bill earlier this year - the president did not appear interested in in discussing detailed policy. Under the Senate bill, that person would pay $6,500, partly because insurers would be able to charge older adults more.

Vice-President Mike Pence could provide the crucial vote needed to break a tie.

"My suspicion is in any negotiation with Democrats will include none of the reforms that we would like to make on the market side and the Medicaid side", he said.

"McConnell is going to relentlessly work all recess to cobble together 50 votes", Senator Chris Murphy of CT wrote on Twitter.

Minutes after the CBO report's release, three GOP senators threatened to oppose beginning debate.

The Senate plan would end the tax penalty that law imposes on people who don't buy insurance, in effect erasing Obama's so-called individual mandate, and on larger businesses that don't offer coverage to workers.
