The Senate will not consider a GOP health reform bill this week after the latest round of bad reviews from the Congressional Budget Office spooked wary Republicans and majority leader Mitch McConnell canceled a procedural vote that was scheduled for Tuesday. Then he proceeded to proclaim, "I think we have either 52 out of 52 or 50 out of 52 [Republican senators]" in support of a health bill - something that is flatly untrue, since nine Republican senators have already announced their opposition to the current draft.

Moderate Republicans such as Sen.

"It's melting down as we speak", he continued, "Rates are going up".

The budget office report said the Senate bill's coverage losses would especially affect people between ages 50 and 64, before they qualify for Medicare, and with incomes below 200 percent of poverty level, or around $30,300 for an individual.

All Republican senators have been invited to the White House for a meeting about health care Tuesday afternoon.

Senators like Paul don't feel the bill goes far enough in actually repealing and replacing the Affordable Care Act. Repealing the law known as Obamacare was also a top campaign promise by Trump.

"The Senate is looking forward to getting it", Trump said after the House vote.

QuickTake Q&A: Obamacare Has Few Defenses Left.

Collins, Portman, Capito, and Heller, who is one of the GOP's most vulnerable incumbents in 2018, have a different set of concerns. After the CBO report's release, he was joined by Rand Paul of Kentucky, Ron Johnson of Wisconsin, Susan Collins of ME and Mike Lee of Utah in saying they would refuse to bring the bill to the Senate floor.

The House bill to replace Obamacare also was held back from a vote before being revamped and passed through the more conservative chamber.

But the serious negotiating has yet to begin.

McConnell said Trump has been "very involved" in helping along the Senate bill since it was revealed Thursday.

"The schedule may have changed a little bit", said Sen.

CBO said that under the bill, most insurance markets around the country would be stable before 2020. The debate time is divided between Democrats and Republicans. After McConnell announced the vote would be delayed, OH senator Rob Portman and West Virginia senator Shelly Moore Capito released a statement detailing their opposition, which cited concerns about Medicaid cuts. "We Will Work Harder".

Sen. Susan Collins, a Maine Republican, is one of a handful of holdouts whose vote is needed for her party to pass a replacement bill for Obamacare.

"We can't do all that in 48 hours", said Senator Pat Toomey of Pennsylvania.

If this bill were truly about health care, Republicans would take all the tax cuts out and use that money to ease the pain their bill would cause.

The CBO concluded that the Senate bill will result in 22 million Americans losing their health insurance over the next decade, including 18 million next year alone.

Hoeven said the elimination of the individual mandate largely accounts for the 15 million additional people the CBO score predicted would be uninsured next year.
