UAE wants global monitoring of Qatar

In June, Saudi Arabia, the UAE, Bahrain and Egypt severed ties with and imposed a trade and diplomatic embargo on Qatar, accusing Doha of supporting terrorism.

Qatar said on Monday that a USA media report had shown that the United Arab Emirates was involved in an alleged hack of Qatar's state news agency in late May that helped spark a diplomatic crisis in the Gulf.

The report said senior members of the Emirati government discussed the hacking plan a day before a story appeared on the official Qatar News Agency quoting Qatar's emir, Sheikh Tamim Bin Hamad Al Thani, allegedly praising Iran and saying Qatar has a good relationship with Israel.

While the statements attributed to Qatar's emir sparked the current crisis, Qatar has been at odds with the other conservative monarchies in the Gulf for many years.

The UAE's government has denied any involvement in the hacking but the allegations from a respected newspaper with impeccable intelligence sources spell trouble for the coalition against Qatar. The officials said it remains unclear whether the UAE carried out the hacks itself or contracted to have them done.

With a small but vociferous band of protesters banging on the doors outside, the minister calmly explained the crisis had moved on to a new stage - one that could be prolonged as the quartet of nations holds firm on their demands for Qatar to stop support for extremists.

In early July, the Arab states sent a list of demand and required Doha to cut diplomatic relations with Iran, close the Turkish military base, eliminate Al-Jazeera TV channel, extradite all persons wanted in four countries on charges of terrorism and pay compensation. In other words, the suggestion is that UAE hacked into Qatar, planted a false story, and then used the false story as a causus belli for the blockade of Qatar.

"What is true is Qatar's behavior. Inciting violence, encouraging radicalisation, and undermining the stability of its neighbours", Yousef Al Otaiba wrote in a statement posted on Twitter.

He will insist the six-week long boycott of Qatar is starting to work and reject the suggestion the four anti-Qatar allies have miscalculated, by claiming that Doha is already making concessions.

On his departure Mr Tillerson had left proposals with the Saudi-led bloc and Qatar which included "a common set of principles that all countries can agree to so that we start from. a common place", Robert Hammond said on Saturday, but "we don't expect any near-term resolution".
