The French Football Federation (FFF) and French league (LFP) confirmed to AFP on Friday that the player's transfer certificate had been received from the Spanish Football Federation (RFEF).

PSG president Nasser Al-Khelaifi said Neymar was the best player in the world upon his arrival in the French capital, but it still seems true that he was not held to such high regard at his previous club.

Neymar was unveiled to the PSG fans on Saturday, but watched from the stands as his new team started its league campaign with a 2-0 win.

The 25-year-old forward can play for the Ligue 1 side at Guingamp on Sunday.

The French football federation said on Friday it had received the document from its Spanish counterpart, more than a week after PSG signed the Brazilian from Barcelona. Those issues are set to be ironed out over the next 24 hours, allowing him to play at Stade du Roudourou.

"Neymar has been a part of the club's success in the last four years but all that is in the past now".

However, it seems the striker has made a decision to stay in France and according to French sports daily L'Equipe, Mbappe wants to join Monaco's Ligue 1 rivals PSG this summer. The club did not immediately answer a message from The Associated Press seeking comments.

"The FFF and the French Professional Football League have finalised all administrative details, qualifying the Brazilian global to play for Les Rouge et Bleu immediately".

In recent years five big clubs have established themselves as European superpowers in the transfer market, cornering the market for the world's most expensive signings: Barcelona, Real Madrid, Manchester City, Manchester United and Chelsea.

Tax authorities in Brazil are yet to decide if they concur with the figure and will agree to settle.

"One thing is clear: we want him to make his debut [on Sunday]", PSG coach Unai Emery told reporters.

There is a potential hitch - at the time of writing the authorities are waiting for the player's worldwide clearance to be received - but the club are hopeful the matter will be sorted out.

In any case, the paperwork issues have left Neymar unfazed. Neymar has since returned to training with his teammates.
