71 members of the House (a three-fifths majority) must also vote to override - which may prove to be more hard, as just 60 voted for SB 1 the first time - or the legislation dies without a contingency plan in place. They stuck with the "evidence-based" funding model they adopted in May.

Lawmakers voted 38 to 19 to reject Rauner's changes to Senate Bill 1, with the entire Democratic caucus voting in favor of an override, joined by a sole Republican, Sen. It's created to determine funding levels for specific districts based in part on the number of students living in poverty, lacking English-language skills and other data-driven measurements. "We can't have that and we're not going to stand for it", said Aandy Manar, Illinois State Senator. This makes planning for the school year extremely hard. Democratic leaders say they'll attempt to override the Republican governor's amendatory veto.

Meanwhile, smaller school districts in the state are anxious if they'll have enough funding to start on time. "Where does it end?" he said in a statement.

She said Madison County plans to release local property taxes early in an effort to help with school funding. Rauner argues it is too generous to Chicago public schools. The first payment from the state for schools is already past due.

IL missed its deadline Thursday for the first round of state aid payments to kindergarten through 12th grade schools, and the current backlog of vouchers awaiting payment by the comptroller to school districts totals roughly $1.2 billion. But both Rauner and he say they're willing to compromise.

A key to Manar's plan is the "hold harmless" stipulation, which ensures no less funding than past year.

"The Senate has a choice: send more money to the neediest school districts across the state or vote to send Chicago another bailout", Rauner told reporters in the state capitol.

Democrats in the Legislature, which ended a two-year stalemate by approving a budget over Rauner's objections in July, included a provision in the budget about school funding.

"I hope that we can come up with a much more mature, and completely develop conversation on ... reforming pensions state wide".

"The numbers bear out how broken our system is and how important our changes are". The gubernatorial editing, which came in a veto of legislation containing a newly devised school-funding model, stripped Chicago Public Schools, the nation's third-largest school district, of hundreds of millions of dollars. Because neither the legislation nor any other evidence-based program has become law, the state can't cut any aid checks to schools.
