Trump to call for probe of 'unfair' Chinese trade practices

Trump's action amounts to a request that his trade representative determine whether an investigation is needed under the Trade Act of 1974.

This past week, Trump said he could soften his views on trade if China stepped up its assistance, leading to speculation that the investigation could be a negotiating tactic. While China joined in a unanimous United Nations Security Council decision to tighten economic sanctions on Pyongyang over its long-range missile tests, it is not clear whether Mr Trump thinks Beijing is doing enough.

"If Americans continue to have their best technologies and intellectual property stolen or forcibly transferred off-shore, the United States will find it hard to maintain its current technology leadership position", they added. "Those activities haven't abated; they've accelerated as China seeks to become self-sufficient in new technologies and dominate world markets", he said.

Trump's threat to investigate China's intellectual property and trade practices is valid, but his administration may not be up to the delicate task of carrying out a new China probe without sparking a damaging trade war, USA business lobbyists said last week.

The manufacturer of the iPhone was forced in late July to remove certain apps that would have allowed users to circumvent extensive online restrictions imposed by the Chinese government.

President Donald Trump is set to sign an executive order to probe China's "unfair" trade practices that harm American businesses and have an impact on its intellectual properties, a senior official said.

Used frequently during the Reagan administration in the 1980s, the law allows the United States president to impose tariffs and other measures to force open export markets.

The administration probably is eager to make progress on trade, one of Trump's biggest campaign issues, after a recent series of legislative setbacks, trade experts said. The process can bypass World Trade Organization procedures for adjudicating grievances.
