Glitches have delayed filing of returns under GST regime, admits government panel

"We have kept long deadlines for GST filing". It's not like there have been mass scale failures by them.

The last date for filing GSTR 3B summary return for August-the second month of GST implementation-is 20 September, according to a calendar published by the government on Friday.

"Technical glitches, procedural problems and absence of some forms on the network portal are causing delays in making payments and filing of returns by traders and dealers", the group's head and Bihar Deputy Chief Minister Sushil Kumar Modi said. "Overall we are satisfied with the performance of GSTN and Infosys is doing its best to make it error free", Modi was quoted as saying by PTI. He had said last minute filing would only add to the glitches as the portal will not be able to cope.

Somesh Kumar said that Telangana had highlighted that data pertaining to the State, especially on returns and registrations, has to be shared on a daily basis, which was accepted by the council meeting.

A single portal created for the goal is collecting data of 85 lakh dealers registered under GST.

Although only five days were left for filing of the returns for August, merely 3.05 lakh dealers had filed their 3B returns as against the 46 lakh dealers, who had filed it in July, he regretted.

In a statement, GSTN said the window will be open for those assessees who have migrated from the earlier excise/ service tax/VAT regime as well as for new registered taxpayers.

As many as 80 officials of the commercial tax department of different states held marathon meetings with all stakeholders such as dealers, tax consultants and software experts to understand the numerous challenges faced by them. On the glitch, he said, "Any system will take time to stabilise".

It was also chose to have another meeting of the committee in 15 days to review the improvement of various issues and also to fix deadlines on individual aspects for release and sticking to the same.

The Group of Ministers (GoM) constituted to monitor the technical issues in the Goods and Services Tax Network (GSTN) has given Bengaluru-based IT major Infosys to fix glitches in the system in one month.

Adhia said that there are difficulties but the attempt has been to find a solution to alleviate problems of people.
