Existing packs may choose to establish a new girl pack, establish a mixed gender pack, or remain an all-boy pack.

"We trust it is basic to advance how our projects address the issues of families keen on positive and deep rooted encounters for their youngsters", said Michael Surbaugh, the BSA's main scout official. Girls were already allowed to take part in four programs sponsored by the organization but were not allowed to attain the rank of Eagle.

"The values of Scouting - trustworthy, loyal, helpful, kind, fearless and reverent, for example - are important for both young men and women", Michael Surbaugh, the Boy Scouts' chief scout executive, said in a release. But beginning next year, it will admit girls into the Cub Scout program and give them a path to Eagle Scout.

As for older girls, the organization says it will announce a program next year that will enable them to earn the highest rank of Eagle Scout.

The organization says they "evaluated the results of numerous research efforts, gaining input from current members and leaders, as well as parents and girls who've never been involved in Scouting" to understand how to offer families this new option for their sons and daughters.

A representative for the Girl Scouts did not immediately respond to requests for comment on Wednesday.

In January, the Boy Scouts chose to allow transgender boys to join and welcomed its first transgender member, a 9-year-old from New Jersey, the next month. That didn't sit well with the Girl Scouts of the United States of America, whose leadership accused the Boy Scouts of running a "covert campaign to recruit girls". "Furthermore, it is inherently dishonest to claim to be a single gender organization while simultaneously endeavoring upon a co-ed model". "The Girl Scouts is a great organization, but it's just not the program I want to be apart of".

Kathy Hopinkah Hannan, president of the Girl Scouts of the U.S., in an August letter to Boy Scouts President Randall Stephenson accused the BSA of a "covert campaign" to recruit girls amid "well documented" declining membership, the Washington Post reported. Reasons include competition from youth sports leagues, a perception by some families that they are old-fashioned and busy schedules that prompt some parents to despair of meeting all their children's obligations. For some families, scouting programs that welcome both boys and girls could be a welcome convenience.

The BSA has almost 2.3 million youth members between the ages of 7 and 21 and approximately 960,000 volunteers in local councils throughout the United States and its territories. Earlier this year, Girl Scouts USA reported 1.5 million youth members.
