It had said that the 11 November a year ago order, suspending all licences which "permit sale of fireworks, wholesale and retail within the territory of NCR", was passed by the court keeping in view the situation that had arisen after last Diwali.
The traders told the apex court that their licences were revived in pursuance of the apex court's order passed on 12 September and they procured firecrackers for sale during Diwali. The court said that those who have firecrackers can burst them till 11 pm. To ensure strict implementation of its orders, SC has directed Delhi Police to implement its directive. "Anyhow, it is not going to be a cracker-free Diwali", the court said.
The apex court's decision was, however, not welcomed by the firecracker traders.
The top court also expressed pain over certain people trying to give its order a political colour, after advocate Prashant Bhushan, appearing for one of the parties, referred to certain statements made by some political leaders.

However, the court had said that the September 12 order lifting the ban on the sale and stocking of firecrackers in Delhi NCR will be back into effect from November 1.
Meanwhile, a group of traders on Wednesday moved the Supreme Court, seeking a modification of the October 9 order that banned the sale of firecrackers in Delhi-NCR till November 1. The bench, however, indicated that it had not put any ban on bursting of crackers.
