Duterte last month declared the liberation of Marawi City from Islamist militants after 154 days of fighting, which killed more than 1,100 people, including 165 soldiers, and displaced almost 400,000 residents.

"I never, never, never ordered any single policeman in this country to say, just kill them without any reason".

The APEC Leaders' Meeting in Vietnam was the first opportunity for the two leaders to meet each other face-to-face.

Duterte revealed the U.S. President commended him on the way he managed certain crises in the country.

But Duterte has defended his anti-narcotics campaign, often with profanity-laden tirades against critics, while slamming other, mostly western, countries he says have worse human rights records than he does.

The US president was likely referring to his visit to Manila starting Sunday, November 12, to attend the 31 Association of Southeast Asian Nations (Asean) Summit.

Philippine President Rodrigo Duterte thanked Moscow on Friday for its "timely assistance" in defeating pro-Islamic State militants who took over a southern city for months, expressing his willingness to buy Russian weapons.

"When I become president, I'll order the police and the military to find these people and kill them".

Duterte also said in December past year that he had personally shot dead criminal suspects when he was mayor of southern Davao city to set an example to police.

A spokesman for Duterte said the remarks had been made "in jest".

When asked if the event actually happened - and if the person killed was a kidnapper, as local media was reporting - Martin Andanar, the presidential communications secretary, told CNN: "It happened; he said it".
