As Donald Trump delivered his presidential inaugural address last January, his national security adviser, Michael Flynn, told a former business associate in text messages that a private plan to build nuclear reactors in the Mideast was "good to go" and that USA sanctions hobbling the plan would soon be "ripped up", a whistleblower told congressional investigators.
The nuclear project that Flynn and his business associate had worked on together was stymied by US financial sanctions on Russian Federation.
Mr. Cummings sent the letter to the chairman of the House Oversight and Government Committee, Trey Gowdy, Republican of SC, and asked him to investigate the whistle-blower's claims.
Cummings' five-page letter to Gowdy calls for a slew of new subpoeanas and castigates the committee chairman for his "refusal to investigate".
Alex Copson, the managing partner of ACU Strategic Partners, received texts from Flynn during Trump's inauguration January 20 saying the deal was "good to go", according to Cummings.
Cummings did not name the whistleblower in the letter, but offered to have Gowdy speak with the person directly.
The chairman said he shared Mr Cummings's letter with the Republican leading the Intelligence Committee's Trump-Russia probe, as well as that panel's top Democrat, "so they may determine whether to add witnesses" to that panel's witness list.
Neither Gowdy nor Flynn's attorney, Robert Kelner, responded immediately to a request for comment.
After getting the texts, Copson said, "Mike has been putting everything in place for us", and, "This is going to make a lot of very wealthy people", Cummings said, quoting the witness. On Inauguration Day, according to the whistle-blower, Mr. Flynn texted the former business associate to say that the project was "good to go".
Mr. Gowdy and Mr. Cummings have a long history of clashing publicly over politically charged investigations.
"I do not bring this whistle-blower to your attention lightly", Mr. Cummings said. Now Cummings wants to look into the matter.
According to the whistleblower account, Copson said Flynn was making sure sanctions would be 'ripped up, ' which would allow money to start flowing to the project. Mr. Copson confirmed in a letter to me on June 27, 2017, that his company paid the expenses for a trip General Flynn made to the Middle East in June 2015 to promote his project and provided a $25,000 check to compensate him for the "loss of income and business opportunities resulting from this trip".
ACU Strategic Partners issued a statement on Wednesday saying, "No member of ACU received any communication in any form from General Flynn during the presidential campaign, the presidential transition, the inauguration, the period following the inauguration when General Flynn served as national security adviser or subsequent to General Flynn's resignation".
