Fifty miles (80 kilometers) west of the fire, residents in the city of Long Beach awoke to ash on their cars and in their yards.

According to state fire officials, California's fire expenses have more than trebled from $242m in 2013 to $773m in the 2018 fiscal year ending on 30 June.

Now one local firefighter says much of the destruction could have been avoided had law enforcement not ignored years of complaints. But firefighters also made progress, with containment doubling from 5 to 10 per cent.

Overall, meteorological conditions may bring smoke into portions of Orange, Riverside and San Bernardino counties.

Joe Rodriguez was using a power washer to wet down his patio in the McVicker Canyon Park neighborhood Thursday morning. And he was killed as a result of a traffic accident on Highway 99 in Tehama County.

However, evacuations were ordered for communities near a new fire in the Fall River Mills area, about 70 miles northeast of Redding. A resident of Holy Jim has been charged with arson and other crimes and appeared in a jailhouse courtroom Friday.

Bommarito noted that the area probably hasn't burned since about 1980. He also claimed he had been threatened by the MS-13 gang. At one point he was heard spitting.

"That's a lie", Clark interrupted the judge while charges were read. Of the more than a dozen cabins in Clark's area, his is the only one that was not destroyed, the Orange County Register reports.

Forrest Clark, 51, was supposed to be in court on Thursday, but he refused to go.

Forrest Gordon Clark, 51, was being held at the Orange County Jail on Wednesday on suspicion of two counts of felony arson, a count of felony threat to terrorize and misdemeanor resisting arrest, the national forest said via Twitter. Milligan called back and though the reception was poor in the canyon, he recognized Clark's voice, he said.

On July 23, a family member called deputies for help saying he was acting erratically, Braun said.

He said they were still working through the evidence to determine how it was started. He criticized, "Why the hell didn't they respond?" "You can't predictively place someone under arrest for something they haven't yet done".

More than 21,000 people have been evacuated in and around the city of Lake Elsinore, where flames and billowing smoke rose into the sky at the edge of the city of 60,000 near the Santa Ana Mountains. Aircraft dumped bright pink lines of fire retardant to wall off the fire from homes.

To the south, Cal Fire says, "Crews...continue suppression fix and patrol".

Small animals can be taken to Animal Friends of the Valley at 33751 Mission Trail in Wildomar. All campgrounds in the Trabuco Ranger District were closed and forest road closures were in effect for Trabuco Creek, Maple Springs, North Main Divide, Bedford and Indian Truck Trail.

Livestock was being accepted at Elsinore High School in the 21800 block of Canyon Drive.

An estimated 700 firefighters were battling the blaze.
