Storm Helene: Met Office issues 'yellow' alert in Wales

The National Hurricane Center said Wednesday that Subtropical Storm Joyce has formed in the north Atlantic, but is not now a threat to land.

The National Hurricane Center said up to 3 inches of rain could fall in Puerto Rico and Hispaniola.

Forecasters at the Met Office have issued severe weather alerts as Hurricane Helene creeps closer to the UK. As Tropical Storm Helene to the east-northeast of Joyce moves away, Joyce is expected to turn northeastward with an increase in forward speed during the next 24 h, followed by an eastward turn after 48 h.

The tropical storm-force winds from Helene should begin impacting the Azores around 8 a.m. Monday. A tropical storm watch was issued for Antigua, Montserrat, St. Kitts and Nevis, and Saba and St. Eustatius. A High Surf Advisory has been posted for the south coast, the Islands and the NH Seacoast associated with Hurricane Florence just off the coast of the Carolinas.

Maximum sustained winds have decreased to near 40 miles per hour (65 km/h) with higher gusts.

'I can't emphasise enough the potential for unbelievable damage from wind, storm surge and inland flooding with this storm'.

Florence is lashing the state with "heavy rainbands with tropical-storm-force winds spreading across the Outer Banks and Coastal Southeastern North Carolina", the briefing said.

The Met Office said a Tropical Storm Warning was in effect for Guadeloupe, Dominica and Martinique but was expected to be discontinued by Thursday evening. Earlier forecasts showed that the storm was slated to directly hit around North and SC.

In Washington, North Carolina, the wind-swept Pamlico River has risen beyond its banks and is flooding entire neighborhoods.

He said the federal government and first responders are ready to assist, but that 'bad things can happen when you're talking about a storm this size'.

"Florence is forecast to be an extremely unsafe major hurricane as it approaches the US coast", the NHC said.

By the time it moves through the central Lesser Antilles, Isaac is expected to be near hurricane strength before weakening on Friday.

Officials have confirmed four deaths in North Carolina as a result of Hurricane Florence. Tropical storm conditions are possible within the tropical storm watch area, also beginning late this morning.
