He was sure to face intense pushback from Democrats.

After weeks of lashing out at Democratic opponents, mostly via Twitter and impromptu press conferences, Trump will deploy the presidency's biggest PR gun: a formal address to the nation at 9:00 pm (0200 GMT) on live television from the White House Oval Office.

During the talks, Trump reaffirmed his plans to build a wall on the southern border with Mexico and listened to Democrats' funding requests related to U.S. national security, Pence said. Such a move would likely be met with a court challenge. It could potentially unlock military dollars for building the wall.

CBS said in a statement that the White House told the network that the speech will last no longer than eight minutes.

He also told the group that Trump won't retreat.

According to the report from Rebecca Ballhaus and Peter Nicholas, "During a private meeting with aides at Camp David on Sunday, Mr. Trump said he wanted them to come up with a resolution to the shutdown fight that would reopen the government without him appearing to have capitulated to Democrats, a person familiar with the meeting said".

He repeated his demand for US$5.7 billion in funding for a wall on the border with Mexico, but stopped short of calling for a much-touted state of emergency. But now his self-proclaimed deal-making skills are being put to the test.

A partial government shutdown has been in effect for 17 days after lawmakers failed to break a budget impasse. About a quarter of USA agencies have been shut down since last month and hundreds of thousands of government workers are likely to miss paycheques this week.

The dispute over wall funding - with Mr Trump demanding $5.7 billion just for this year to help build it - led to a stalemate in Congress over funding for parts of the government. (According to the Toronto Star, the US president had made almost 4,000 false claims as of December 5 for an average of 5.8 per day.) Recently, the White House has been trying to justify funding a wall on the notion that there is a new crisis at the southern border, when in fact the number of people trying to cross the border has been in decline for nearly two decades. Critics say the security risks are overblown and the administration is at least partly to blame for the humanitarian situation. -Mexican border, illegal crossings there have actually dropped dramatically in recent years. But the number of families coming over the border has risen sharply, putting a strain on health care and immigration services that came into sharp focus with the deaths of two migrant children.

While Trump has frequently painted a picture of an "unprecedented crisis" of illegal immigration at the U.S.

Some Democrats have in the past been willing to negotiate some sort of wall funding in exchange for presidential backing of immigration changes that would allow people brought to the US illegally as children receive legal status. Robert Menendez said Trump is on an 'egotistical quest'.

The wall was the first major promise of Mr. Trump's presidential campaign, and a rallying cry for his supporters. Over Caesar salad and iced tea, Trump projected confidence that his strategy was working, Fox News Channel's Bret Baier reported.

In a pre-emptive move, the White House said Monday that tax refunds would be paid despite the shutdown.
