The US Attorney General told senators he was "frankly surprised" that the special counsel had not reached a conclusion himself on whether President Trump had obstructed justice.

The attorney general missed an initial subpoena deadline to turn over the Mueller material on Wednesday and skipped a hearing before Nadler's committee on Thursday after Democrats adopted an aggressive format that would have subjected Barr to questions from staff attorneys.

The Trump administration has rejected a range of congressional subpoenas and document requests over the past two weeks, complaining that they were not related to a genuine legislative objective or to congressional oversight of the executive branch, but were rather meant to expose Trump's private business dealings or the operations of his election campaign-both nongovernmental activities-to public scrutiny.

The judiciary committee's top Republican Doug Collins pushed back fiercely, calling the witness-less hearing a "circus" and all but challenging the House leadership to launch impeachment proceedings against Trump. He said Mueller had told him that his letter had not been misleading - rather, that he thought the press reporting about the letter had been inaccurate.

Barr released a redacted version of Mueller's 448-page report last month.

In a series of tweets Sunday, the president said the Democrats are angry that Mueller's investigation found no collusion or obstruction.

The most confrontational response to the battery of Democratic investigations came from Republican House Minority Leader Kevin McCarthy. "He lied to Congress", Pelosi said, apparently referring to Barr's testimony under oath before lawmakers in April.

House Speaker Nancy Pelosi says Mr. Barr committed a crime.

Barr has stunned many who gave him the benefit of the doubt by declaring Trump fully cleared of accusations of collusion with Russian Federation and obstruction of justice.

"Snitty" would be an understatement when it comes to characterising the row that has erupted between Democrats and William Barr over his handling of the Mueller Report.

Trump knew he had the man he needed in the Justice Department.

Flood reiterated that point in a letter seen by Reuters, saying Trump's decision to let advisers cooperate when Mueller was conducting his investigation did not extend to congressional oversight investigations now that the inquiry had been completed.

Meanwhile, the administration has refused to allow officials to testify or respond to document requests.

Mueller, a former Federal Bureau of Investigation director, concluded there was insufficient evidence to show a criminal conspiracy and opted not to make a conclusion on whether Trump committed obstruction of justice, but pointedly did not exonerate him.
