Whaley said victims were receiving treatment at several local hospitals.

Brown called on Senate Majority Leader Mitch McConnell to "bring the Senate back tomorrow" to pass a gun-buying background check measure in the wake of the shootings in Dayton and in El Paso.

Police had yet to remove the bodies of those killed at a mass shooting inside an El Paso Walmart when another shooting erupted across the country early Sunday.

"As a mayor, this is a day that we all dread happening", Whaley said in the news conference. "Thank you to @DaytonPolice for their bravery in stopping this evil". The shooting location was outside of a nightclub known as "Ned Peppers". The gunman, identified as a 21-year-old male, has been arrested.

"It's sad to me that Dayton is one of those communities as well", she said.

"It was so noisy, but then you could tell it was gunshots and there was a lot of rounds", Leonard said.

Police say the 24-year-old white man behind a mass shooting in Dayton, Ohio, killed his sister and eight others before he was fatally shot by police.

Speaking earlier to CNN, Whaley said she's been "a long proponent of the ban on assault weapons", adding that the shooting in her town only proves her point.

This is the second mass-shooting in less than 24 hours and the third this week. She said more than 50 other mayors also have reached out to her. Lt Col Matt Carper said at a press conference that the suspect was shot to death by responding officers.

The shootings in El Paso and Dayton were the 21st and 22nd mass killings of 2019 in the USA, according to the AP/USA Today/Northeastern University mass murder database, the Associated Press reported.

Police have determined the identity of the gunman behind the recent deadly mass shooting in Dayton, Ohio, after he killed nine and injured 26, local media reported on Sunday.

In addition to Betts's sister, Carper offered a complete list of the people who were among those killed in the brief but brutal shooting: Lois L. Oglesby, 27; Saeed Saleh, 38; Derrick R. Fudge, 57; Logan M. Turner, 30; Nicholas P. Cumer, 25; Thomas J. McNichols, 25; Beatrice N. Warren-Curtis, 36; Monica E. Brickhouse, 39.

Witnesses said they saw a man dressed in black open fire with an automatic rifle, hitting up to 20 people.

No details about the victims have been released. A family assistance centre was set up at the Dayton Convention Center.

Incident comes hours after 20 killed in mass shooting in El Paso, Texas. The latest incident is being reported from Dayton in OH where a shooter killed at least nine people and injured 16 others.

Police say the shooting started at 1 a.m. outside. At least 16 others have been taken to local hospitals with injuries.

She said that the OR district was "one of the safest places in the whole region". The authorities said they had identified the shooter but were not yet disclosing his name.

This year alone there have been 251 mass shootings in the United States, resulting in more than 1,000 casualties.

Speaking to the BBC, Jae Williams said he was at a nearby rap performance when they were told to evacuate.

Officers have advised people to avoid the area and said in a tweet: "This is a large scene and investigation".

Miami Valley Hospital spokeswoman Terrea Little said 16 victims have been received at the hospital, but she could not confirm their conditions. Footage and images from the scene show emergency vehicles outside the bar, which is the Dayton's arts and entertainment district.

An official from Kettering Health Network said victims were taken to three of its hospitals.
