But Scheer said his Conservatives offer an appealing alternative to the Trudeau Liberals, with a "vision for the country to put more money back into the pockets of Canadians and let them get ahead". "Canadians will head to the polls on October 21", Mr Trudeau told reporters after Governor-General Julie Payette, the acting head of state, agreed to dissolve Parliament.

Opinion polls are indicating it will be a tough race for Mr Trudeau, who is seeking a second term in office.

After the meeting, Mr Trudeau faced a barrage of questions from journalists about the SNC-Lavalin story.

Asked what he had to hide by restricting cabinet confidence waivers for RCMP on key witnesses, Trudeau said the waiver he already provided was "the largest and most expansive...of cabinet confidence in Canada's history".

Scheer was also asked about a Quebec court ruling Wednesday declaring some parts of the federal assisted-dying law too restrictive and giving Ottawa six months to fix it.

Mr Scheer, along with a number of embedded journalists, then boarded his signature campaign jet for Quebec, though the flight was diverted to an airport more than an hour from his planned rally due to fog.

"You just can not trust Justin Trudeau", Scheer said.

After emerging from Rideau Hall, the Liberal leader spoke about how poverty rates have dropped and job creation is on the rise and attributes both to his party's policies, including the Canada Child Benefit.

As the campaign kicks off, CTV News Vancouver takes a quick look at who's running in each district this time around. Canadians are less-engaged in politics than most countries until elections are called.

"We are going to win seats all over Quebec", Scheer beamed.

The Conservatives also lost Maxime Bernier, who was elected under their banner but quit to start the People's Party of Canada. "I'm not appealing to (Canadians) emotions, we are appealing to their intelligence".

The Greens now have only two seats.

Ethics Commissioner Mario Dion's own investigation concluded in August that Trudeau's attempt to pressure ex-attorney general Jody Wilson-Raybould to defer prosecution of SNC's bribery and corruption charges violated the Conflict of Interest Act. The People's Party of Canada had one seat and former New Democrat Erin Weir sat as a member of the Co-operative Commonwealth Federation.

If SNC-Lavalin is convicted of the charges it bribed officials in Libya almost $50 million to secure lucrative contracts in the failed North African state, the company would be banned from bidding on federal contracts for 10 years.
