Bolton, a former national security adviser, was sacked by Trump in September.

Giuliani is central to a Democratic-led House impeachment inquiry focused on the call in which Trump asked Ukrainian President Volodymyr Zelenskiy to investigate former Vice President Joe Biden and his son Hunter, who served as a director of the Ukrainian energy company Burisma.

But those close to the administration also concede that the department has made several recent maneuvers putting it at odds with the White House at a particularly precarious time for the president. The vice president has strongly defended Trump, saying that the transcript of the call in which Trump asks Zelensky for a favor does not show a quid pro quo.
