Buttigieg, the moderate 38-year-old former mayor of South Bend, Indiana, had 26.8% of state delegate equivalents, the data traditionally reported to determine the victor.

Biden has long touted his ability to help secure wins for down-ballot Democrats, citing his time on the trail during the 2018 midterms, and the half-dozen endorsements his 2020 campaign has received from freshman members of the House in districts that flipped from red to blue.

Seventy-five per cent of the vote has now been counted, with the results of the caucus heavily delayed due to multiple technical malfunctions on a new voting app which had been created to speed up the process. Elizabeth Warren lost. Joe Biden lost big.

The final results from all 19 precincts in Marshall County were revealed by the Iowa Democrat Party early Wednesday as caucus results continued to get submitted to the state party.

Buttigieg has a lead over Sanders of three state delegate equivalents out of 2,098 counted.

"We want to thank the people of Iowa", Sanders senior adviser Jeff Weaver said in the statement.

"He really, I think, embodies the pragmatic progressivism that is what I think the country needs right now", Conover said. And weeks after the New Hampshire primary is the SC primary, the most hard of the first four states for Buttigieg, who has struggled to rally support among the majority black electorate there.

If Buttigieg does hold out to claim the top spot, it will be a testament to his campaigning in Iowa and his dedication to the race.

Speaking at a candidate forum in New Hampshire, Buttigieg was focused on the issues.

Sanders supporters already hold to a belief that the Democratic Party establishment opposes his candidacy, and uncertainty about the accuracy of the results will pour gas on that fire if Sanders comes out on the losing end.

A caucus involves people attending a meeting - usually in schools, community centres and other designated buildings - and voting on their preferred candidate via a head count or a show of hands.
